Chapter One: Introduction
1.1 Background of the Study
Functional literacy, defined as the ability to read, write, and understand information that enables individuals to participate fully in society, is essential for personal and societal development. In many parts of Nigeria, particularly in rural areas such as Dukku Local Government Area (LGA) in Gombe State, functional literacy levels remain low due to limited access to education, inadequate infrastructure, and socio-cultural barriers. Low literacy rates often hinder individuals from accessing important information, improving their livelihoods, and participating in the socio-economic and political life of the country. Development communication plays a crucial role in addressing this challenge by promoting literacy programs, facilitating information dissemination, and encouraging community-based initiatives aimed at improving educational outcomes. This study seeks to explore the role of development communication in enhancing functional literacy in Dukku LGA, focusing on community-based education programs, media campaigns, and other communication strategies that aim to improve literacy rates among adults and marginalized groups.
1.2 Statement of the Problem
Despite efforts by the government and NGOs to improve literacy rates in Dukku LGA, functional literacy remains a challenge in the region. The lack of access to quality education, cultural factors, and economic constraints have limited the ability of many residents to acquire functional literacy. Development communication strategies, including the use of community radio, educational television programs, and mobile learning platforms, can play a significant role in enhancing literacy. However, the effectiveness of these strategies in Dukku LGA has not been well documented. This study aims to assess how development communication has been used to promote functional literacy in the region and whether it has contributed to improved literacy outcomes.
1.3 Objectives of the Study
To evaluate the role of development communication in promoting functional literacy in Dukku Local Government Area.
To assess the effectiveness of community-based education programs, media campaigns, and mobile learning initiatives in enhancing functional literacy in Dukku.
To identify the challenges and opportunities for improving functional literacy through development communication strategies in Dukku.

How effective have development communication strategies been in promoting functional literacy in Dukku Local Government Area?
What role have community-based education programs, media campaigns, and mobile learning initiatives played in enhancing literacy levels in Dukku?
What challenges have hindered the success of development communication in enhancing functional literacy in Dukku, and how can these challenges be addressed?
1.5 Research Hypothesis
Development communication strategies have significantly contributed to enhancing functional literacy levels in Dukku Local Government Area.
Community-based education programs, media campaigns, and mobile learning initiatives have played a major role in improving literacy rates in Dukku.
Barriers such as cultural beliefs, inadequate resources, and limited access to technology have hindered the effectiveness of development communication in enhancing functional literacy in Dukku.
1.6 Significance of the Study
This study is significant because it explores the role of development communication in enhancing functional literacy, which is essential for socio-economic development in rural communities. By evaluating the effectiveness of communication strategies in Dukku LGA, the study will provide insights into how communication can be leveraged to address literacy challenges in similar communities across Nigeria. The findings will also inform the development of more targeted and effective literacy programs and policies.
1.7 Scope and Limitations of the Study
The study will focus on Dukku Local Government Area in Gombe State and will assess the role of development communication in promoting functional literacy. Limitations include challenges in accessing rural communities for data collection and the difficulty in measuring the long-term impact of literacy programs.
1.8 Operational Definition of Terms
Functional Literacy: The ability to read, write, and understand information that is necessary for effective participation in society, including the ability to engage with written materials in daily life.
Development Communication: The use of communication strategies to promote positive social change, including improving educational outcomes and literacy.
Community-Based Education: Educational programs designed to improve literacy and learning outcomes, typically run by local organizations or community members, often focusing on adults or marginalized groups.
